Ian Higgins LLB MCIEH CEnvH

Ian is a Chartered Environmental Health practitioner with over 30 years PQE in Housing. He is a member of Chartered Institute of Environmental Health Housing Policy advisory panel.

Initially specialising in housing renewal in local government, Ian established his housing consultancy in 1988 providing expert witness and training services for solicitors, registered providers and third sector clients.

Ian’s consultancy career included periods acting as a housing litigation caseworker and then Housing Litigation Team manager for 2 leading legal aid practices in the Midlands.

Ian has been visiting lecturer in Housing and Public Law at Wolverhampton University between 2001 and 2010. Ian was Private Sector Housing Manager at North Devon Council from 2006-2013 with responsibility for strategic development and operational delivery of private sector housing interventions.

Kerry Parr MA

Kerry has a background in both consultancy and central government.
Kerry worked in HM Treasury on the Barker Review of Housing Supply before joining CLG as a policy advisor, developing the Government’s planning policy on housing.

She returned to consultancy in 2006, focusing on housing policy and related issues working for local authorities, regional bodies, the Homes and Communities Agency, housing associations and developers. In addition to experience in strategic housing market assessments, and housing need assessments, she has undertaken a range of affordable housing viability studies and advised local authorities on the development of their housing strategies, tenancy policies and analysis to determine who should be housed in affordable rented homes.

Kerry graduated from Cambridge University in 2000 and was an Associate Director of DTZ until the end of 2012.
